Prime Minister John Viseno presented domestic economic progress and a new bilateral initiative during his address to the General Assembly.
"Multi‑dimensional poverty stands at 19.1% and unemployment at 1.9%. Public debt has been brought down to 66.6% of GDP," Viseno said, framing these figures as evidence that the government has fiscal space to invest in development.
Viseno described 'Plan B 2.0' as the next phase of the national strategy to create jobs, reduce vulnerability and lower dependence on imported energy while protecting ecosystems. He said implementation is underway and that the government will invest in skills to prepare young people for the workforce.
He announced the 'BISE Compact', a partnership with the United States that he said will strengthen energy security and build workforce skills. Viseno presented the compact as a landmark partnership to support climate resilience and economic modernization.
The prime minister cautioned that natural hazards and coastal impacts—such as intensified hurricanes and sargassum influxes—compound the need for investment and international cooperation.
He concluded by saying these domestic steps should be matched by multilateral action so that small states benefit equitably from global change.
