The Laguna Beach Design Review Board on Sept. 24 approved a revised bridge design for 1151 Summit Place and attached a safety condition requiring compliant guardrails.
Staff said the bridge had been reduced from 76 square feet to 52 square feet and that the hardscaped path will connect the bridge to a stair landing; staff recommended approval with CEQA exemptions (15301 and 15305). During the presentation Sammy said that "there's going to have to be a railing or some sort of safety aspect that goes along the edge of that retaining wall" to meet code and plan-check requirements.
The applicant acknowledged a plan discrepancy and apologized: "I overlooked that in the plans," and described how the path will be hardscaped and railings will be coordinated with the homeowner and building division at plan check. Board members debated whether the guardrail should run along the retaining wall or follow the path of travel; they settled on a condition requiring a guardrail along the bridge and the retaining wall to protect access, subject to building-department review and refinement. The motion to approve Design Review 2026-1395 and Variance 2026-1396 with that condition passed 5–0.
The condition requires the applicant to coordinate final guardrail placement and any additional safety features with the building division during plan check before permits are issued.
