At the Sept. 17 meeting, owner Mr. Guzman told the board that a title-company error and pending legal settlement had delayed work on 434 Vine, preventing him from conducting repairs or allowing contractors to begin work.
Mr. Guzman said his title company "messed up" after he purchased the property and that his attorney — identified in the meeting as Gregory Stout, reportedly working from Ohio — was handling settlement negotiations. Staff confirmed that permits had been pulled and that Jordan had inspected the property previously and taken photos, but that no further inspections or contractor work were occurring because of the legal situation. The board asked Mr. Guzman to provide his attorney's contact information and set the matter for status on Oct. 22, 2026.
The board noted concern about the property remaining on the demolition list and asked that the owner keep the city informed of changes.
