The Nevada State Board of Education legislative subcommittee voted to forward a drafted process for coordinating with the Department of Education on bills to the full board for consideration and possible adoption.
Amelia Thibo, who presented the draft, said the department "maintains a legislative management system which supports all of our tracking and analysis of bills" and described a planned weekly communication to the subcommittee with flagged bills, draft rubric entries and links to bill text. The draft process would let the subcommittee finalize a policy-alignment section and then recommend whether a bill should be referred to the full board for testimony or formal action.
Members supported the structure but asked whether the procedure should be elevated to a formal policy at a full-board meeting to secure buy‑in and clarify who is authorized to speak for the board. Chair Braxton moved to take the process to the full board for further discussion and approval; the motion was seconded and passed.
The subcommittee also discussed how to handle urgent hearings that fall outside regular cadence: the draft would allow staff to notify the board president and subcommittee chair and, if necessary, call a special meeting to consider time-sensitive bills. The subcommittee agreed to present the draft process at the next full-board meeting for further input and potential adoption.
