Member Ford urged the inclusion of measures that keep students and educators central: "I push for the student centered and educator supportive or teacher supportive piece." Thibo said she added those items to the draft.
Members also discussed how the rubric should treat evidence. Subcommittee members agreed that the rubric should not act as a strict numeric gate; instead, reviewers can mark items "needs further discussion" and surface questions for the full board. Staff offered to make subject‑matter experts available for targeted Q&A when capacity allows.
The subcommittee approved the draft rubric and will forward it with the process documents to the full board.
