The Washington State Building Code Council voted on Sept. 25 to direct staff to prepare a draft CR103 that incorporates public-comment responses and work-session changes for the council's non-energy codes.
Staff displayed the spreadsheets the council has used in work sessions and said green-marked cells show items that will be carried into the CR103 draft. "What we have prepared to show for this agenda item here today is the same spreadsheets that we've been working through at the work sessions," staff said as they walked members through the package. Council members agreed to flag any discrepancies in the posted materials before the council takes final action in October.
Why it matters: moving these items into the CR103 draft advances them toward final adoption, after which they will be posted publicly in advance of the council's final-adoption meeting. Staff said drafts will first appear on the meeting page while in progress and will be uploaded to the rulemaking docket once finalized. The council discussed timing and venue for the final-adoption meeting and asked staff to seek an OPMA-compliant location if possible.
The council also handled related housekeeping: it approved minutes from Aug. 28, paused for an executive session about potential litigation, and tabled a budget review presentation when budget-office staff could not log on. The council will consider final-adoption action at a special meeting expected in mid-October; staff said it hopes to file final documents around Oct. 21.
