"So we've established 3 goals," one board facilitator said as members reached agreement. Participants debated whether goals such as 'infrastructure' and 'funding' remain top priorities; several members noted that a dedicated funding source now exists and that infrastructure could be de-emphasized. Strategies to achieve the goals — raising awareness, communications tools, and exhibition planning — will appear under each goal in the technical portion of the plan.
Members argued for framing the headline goal in more expansive, vision-oriented language (for example: "public art enriches public spaces and invites reflection on who we are"), then listing measurable strategies beneath it. Staff will reorganize the draft so the public-facing summary leads and the detailed, numbered strategic plan follows in an appendix.
