County staff told the workshop they added a $40,000 placeholder for state‑hospital (mental‑health) bills and said the county has historically budgeted about $40,000 for juvenile detention but spent more than $100,000 in the most recent year. "Juvenile detention covers juveniles in detention; it also covers travel fees or transportation of delivering the juvenile to the detention facility," staff explained, then noted past years' averages had been used as a budgeting method but that exceptional placements increased costs this year.
Officials also discussed potential exposure from Warm Springs, the state hospital, where staff said loss of accreditation could eliminate Medicare and Medicaid reimbursement and leave counties as payers of last resort. "The state hospital at Warm Springs lost their accreditation... Medicare and Medicaid will no longer cover those bills," one county speaker said, adding the county attorney is reviewing payer‑of‑last‑resort protocols. Commissioners budgeted conservatively for those line items and said they had set a placeholder amount while the attorney's office pursues documentation and clarification.
