Separately, the City Clerk explained a requested transfer of $12,458.16 to cover an invoice for Granicus legislate/agenda/minutes software after the budget line was depleted; a commissioner had begun payment to avoid a missed due date. On grants, Chief Addison said the city followed terms of a 2025–26 GIVVE grant in practice but that the grant had not been formally authorized by the council; the department now seeks retroactive authorization so the city can be reimbursed for eligible expenditures. "We are looking to sign the agreement even though it is retroactive in order to ... get the city reimbursed for the funds that it had already spent," Chief Addison said.
