Staff briefed the board on the Facilities Master Plan (FMP) process and the draft charter for a citizen‑staff committee to review submittals. The draft originally called for seven members (up to three board members and the rest public), a quorum constituting a majority, and staff serving non‑voting as liaisons.
Board members asked about finance committee involvement and the timing for reviewing top proposals. After discussion the board approved an amendment to set the committee size at up to nine members to allow more resident participation, and then voted to approve the resolution establishing the FMP committee with that amendment. Staff reiterated deadlines: volunteer statements of interest due Oct. 9 and proposal submissions due Nov. 8.
The board directed that the finance committee will review shortlisted projects for financial feasibility once the FMP committee narrows proposals.
