Chair summarized the committee's view: "I see it as about a wash," reflecting estimates that a city manager's salary could range "about 100,000 the higher end would be about 125,000" and that some research showed averages in the "110 to $125" range; an hourly figure of "about $61 an hour" was also cited in the discussion. Members noted the transition could reduce duplicated departmental costs over time.
The committee discussed assumptions behind the estimates — whether elected officials' hours are treated as 30 or 40 per week, what benefits would be saved, and which positions are already budgeted — and agreed the charter draft should include conservative fiscal projections for the public sessions. Members also emphasized that some savings are hard to quantify and depend on later negotiations and implementation.
