Tim Widner of the engineering division presented resolution 26‑0362, describing a combined resurfacing project covering substantial portions of Galina and New York streets and explaining how the work will coordinate with a separate two‑way conversion and an upcoming streetscape project. "So, this is another one of our federally funded reservicing projects," Widner said, adding that the project was on the September state letting and that construction is expected in 2027 with downtown work to be concentrated in the summer months.
Widner identified specific exclusions (several bridges will be largely skipped and receive patching only) and described work‑window restrictions downtown intended to avoid peak events, as well as requirements that temporary lanes and striping be replaced later when the two‑way conversion occurs. Councilors asked about the timing relative to the two‑way conversion and raised a procedural question about a certificate of good standing appearing unsigned in the packet; Jolen Culture, director of purchasing, said the document display issue is an iPad/PDF saving problem and that BLA is in good standing. The resolution was moved and approved by the council.
