Kaʻiwa Construction representatives told the Kilauea Neighborhood Association on Feb. 7 that Lighthouse Village construction is progressing, but the project must meet Board of Health requirements for an on-site sewage treatment plant rather than a conventional septic system.
Meeting minutes state that Foodland’s plans involve additional food preparation that triggered a wastewater treatment requirement; proposed solutions include injection wells and three septic fields with expansion of treatment capacity on adjacent land. Kaʻiwa said roadwork is imminent: Kaʻiwa will tear up the main road near the Kong Lung store for two to three days, close Kong Lung Center for tenting, and complete Namahana Parkway work in about three months. Ginny Shinn urged posting notices to inform residents of the closures.
The discussion focused on infrastructure needs and community notification rather than formal county approvals; timing and final engineering solutions remain subject to planning and permitting.
