Larry Dill, District Kauaʻi Engineer, told the Kīlauea Neighborhood Association on March 8 that the State Department of Transportation could bring a Westside crew north to help clear roadside vegetation and address guardrails and signs. He said DOT is testing a new patching material in Hā’ena and will coordinate with County Public Works where state and county jurisdiction overlaps.
On pedestrian safety near the Kīlauea town entrance, Dill said the agency will conduct a speed study to consider standardizing or reducing posted limits along the short stretch between Kīlauea River and the Kalihiwai Bridge. He warned that "flashing lights on higher speed roads give pedestrians a false sense of confidence," and said DOT is finalizing easements for a slope stabilization project near Kalihiwai Bridge. Residents asked DOT to check ledges at bridge approaches and to review missing mile markers and lingering signs; Dill gave a contact for highway issues (Willy Ortiz) and encouraged letters to state legislators to support North Shore resurfacing funding.
The exchange was a response to several resident requests about potholes, signs and roundabout options; DOT staff noted maintenance constraints in the wet climate and emphasized coordination with County counterparts.
