Designers returned to the DRC with a substantially revised multi‑story building at 234 and 242 5th Avenue North. The project team said the updated design reduces height to about 39 feet, adds side setbacks, tightens ground‑floor proportions and simplifies detailing to avoid reproducing Main Street historic façades.
Staff commended the lowered building height and improved proportions but raised concerns about newly introduced rooftop pergolas and guardrails that visually draw the eye up to the roof; staff recommended restudying those elements and advised pulling the building back to better align with the established block setbacks so it does not obscure historic buildings. Several commissioners praised the improved articulation and stepped side setbacks but also urged the team to soften heavy parapet/awning elements, reconsider the pergolas on the primary façades, refine window rhythm to reflect a more traditional modular pattern and test lighter material palettes to reduce a heavy visual read at street level. The applicant said some rooftop elements are required to make occupiable terrace space functional, and noted floodplain-driven first‑floor elevations forced the taller massing; the DRC suggested additional brick detailing recesses, smaller storefront modules and revisiting railing visibility at the primary street face.
The DRC provided design direction; the applicant will return with additional details and material studies before a formal COA and any required zoning approvals.
