Councilmembers proposed procedural changes: earlier staff-developer communication, new staff report language identifying suggested conditions, and clearer use of tabling to allow developers to address council concerns before denial. The mayor and several councilors said those reforms could reduce adversarial outcomes and improve predictability without wholesale rescission of the PUD code.
