Rockwall ISD administration described extensive HVAC failures at the district aquatic center and said the district invoked emergency procurement exceptions under board policy CH Local and CH Legal to begin repairs.
Administration said several multi‑stack compressors failed and that manufacturer replacements for those compressors were negotiated at no additional cost. Additional components — including condenser fan motors and other electrical distribution and life‑cycle items — also failed and require replacement. Staff told trustees the specialized replacement parts have extended lead times.
To move repairs forward the district solicited quotes from four contractors; two firms declined to submit. Administration reported a proposal from Gensler Electric in the amount of $521,209.01 and a proposal from Able Electric for $2,753,030. Administration told the board it initiated a purchase order to Gensler to complete needed repairs and said the work was paid from the district's general operating fund (Fund 199). The meeting transcript also records a purchase‑order figure of $521,200,109.01, which is inconsistent with the quoted proposal; administration said it would report details on contracts made under emergency authority at the next regular meeting per CH legal.
Trustees thanked staff for acting quickly and for completing all work that could be done while awaiting specialized parts. "So what we could take care of in house, we've already done," administration said. A board member said the district's swim program and families valued the swift action and hoped for a quick completion.
