The San Diego Community Power board approved three contracts on Sept. 24 designed to expand the agency’s recruiting capacity for executive, temporary and direct-hire needs.
Shandra Q (senior director of people operations in the transcript) presented staff’s recommendation after a competitive request-for-proposals process. Staff recommended a bench of three vendors to provide scalable recruitment support: CPSHR Consultants for executive recruitment (not to exceed $130,000), LHI Group for short-term temporary recruitment (not to exceed $185,000), and Blair Search Partners for direct-hire services (not to exceed $185,000). The speaker told the board that the contracts would be used only as needed over a three-year term and that associated costs are included in the approved FY26–27 budget.
During the item, the board clarified the motion should cover all three contracts together. The clerk recorded a motion and second to adopt the staff recommendations for all three vendors, the board took a roll call vote and the chair announced the motion carried.
Staff said human resources will oversee vendor performance, approve engagements and receive regular status reports. The contracts aim to provide “flexibility, scalability, and specialized support” to help SDCP recruit and retain staff as it grows operations.
