No members of the public spoke against the annexation during the hearing and the council voted to introduce the ordinance.
Later on the agenda staff recommended and the council approved a resolution dedicating a 35‑foot utility easement across town property (the former Price parcel behind Willow Creek). Staff explained the north 25 feet of the easement would be exclusive to sanitary and storm sewer to prevent conflicts and allow the town access for future sewer improvements; the remaining width would allow other utilities to run in the corridor. "We're recommending approval" was staff's summary of the easement structure; council voted to adopt the resolution.
The easement approval does not itself convey final plat approval or infrastructure acceptance; staff said the easement and fiscal‑plan steps are part of a standard annexation and development process that includes statutory notice and a 30‑day waiting period before recordation.
