"You folks have really been slack ... your lack of transparency with the consent agenda creates issues," Sam said, and later pressed the board to explain large apparent increases in county spending. The speaker also urged caution on Health and Human Services contracts, saying sometimes services "do not exist" and taxpayers can lose large sums to fraud and waste.
