Holden also said the communications center remains understaffed by roughly 10 personnel relative to recommended staffing levels and that three communications-supervisor positions previously requested remain unfunded; staff are conducting facility and staffing studies to support future staffing recommendations.
Councilors asked about volunteer use in animal-control reception roles and reliability; police staff said volunteers exist but are not always available during regular visitor hours. Staff did not take final action on these requests; they remain under consideration during the budget-review process.
