The Ellis County Commissioners Court voted to create an Office of County Administration and fund a county administrator position designed to centralize administrative functions and improve coordination across departments, effective Oct. 1, 2026.
Commissioners concentrated their discussion on section 4 of the proposed minute order, which originally granted the county administrator authority to appoint and dismiss department heads and director‑level employees (with specified exceptions). Several commissioners voiced concern that such authority could be misused. One commissioner said, "I've seen what can happen when somebody comes in and has strong power ... and the next thing you know, this courtroom fills up with people that were either moved out of the office they were in," warning of potential politicization of personnel decisions. Another commissioner urged amendments to ensure oversight and appeal rights.
Commissioner Zeich moved to amend section 4 to require a confirming majority vote of the commissioner's court for appointments/dismissals and to add that a dismissed department head may appeal to the commissioner's court; the court approved that amendment unanimously. The amended minute order was adopted on a 3–2 vote (yes: County Judge, Commissioner Ponder, Commissioner Stinson; no: Commissioners Zeich/Zike and Butler). The minute order creates the department, two staff positions (assistant county administrator and communications/administrative coordinator), and assigns duties and reporting lines.
