The commission's CFO reported that, over the past seven years, several reimbursements were not filed correctly for three major redevelopment projects, producing negative project balances the CFO said total "just over $136,000." He told commissioners he temporarily suspended certain claims and will ask the commission to approve zeroing those balances before year‑end to comply with the state board of accounts.
"So it is just over $136,000, unfortunately," the CFO said when describing the cumulative shortfall tied to Montgomery Avenue, Blakiston Mill Road Phase 2, and Riverside Drive. The CFO said he had sent explanations to commissioners and to legal staff and that he does not have authority to deny claims permanently but can temporarily suspend claims for reconsideration.
Staff also introduced Harrison Harte as the new capital project manager, noting he started about 2.5–3 weeks ago and will serve as the ERC for KIPTA projects and help ensure reimbursements are tracked and filed. Commissioners discussed past staff turnover and the need to improve filing for federal grant reimbursements; staff said Harte's role should help prevent similar issues going forward.
