The Brian Head Town Council adopted Resolution No. 26-577 on Aug. 25, 2026, revising the town's Special Assessment Area (SAA) and Public Improvement District policy to make it modestly easier for property owners to form SAAs and to allow the Council discretion to weight assessments when multiple zoning types are included.
Town Manager Bret Howser summarized the two main changes: moving Fire Protection Zone B areas to a 3-to-1 participation ratio and Zone C areas to a 4-to-1 ratio, and adding explicit language permitting the Council to weight assessments by the number of units allowed per lot and/or connection size when a single SAA contains multiple zoning designations. Howser noted all Zone A areas within Town limits already have water service through prior SAAs, with Aspen Drive remaining the only Zone A area outside Town boundaries.
Council Member Duane Nyen moved to adopt Resolution Number 26-577; Council Member Logan Cruz seconded. The motion carried 4-0-0 and the resolution was adopted. The policy changes give the Council additional flexibility when determining assessment shares in mixed-zoning SAAs and slightly lower the threshold for initiating SAAs in Zones B and C.
