Taylor County Commissioners Court on Sept. 22 approved a package of personnel and benefits actions: creation of a temporary personnel committee composed of department heads to review the FY28 pay matrix, approval of the County Choice Silver renewal for plan year 2027, and adoption of a formal policy governing use of the county employee health clinic.
Staff asked for temporary appointments of several department heads (district clerk, district attorney, tax assessor, county clerk) to assist the personnel committee during the FY27 period with its work on the FY28 pay matrix (committee term cited as Oct. 1, 2026–Sept. 30, 2027). Commissioner Bertram said the county needs to remain competitive on pay to retain employees and requested comparison to other counties of similar or larger size.
Benefits staff described the County Choice Silver renewal through AmWINS/Texas Association of Counties and said individual retiree rates would increase by approximately $25 per month; the court approved the renewal 4-0. Staff also presented an employee health clinic usage policy that would allow part-time employees and dependents of employees who do not carry county health insurance to use the clinic for acute illnesses only; staff said the clinic no longer provides primary care and that appointment backlog issues had been resolved.
The court approved the personnel committee appointments and the health clinic policy 4-0 and asked staff to confirm participation of a precinct constable representative if that person is willing to join temporarily.
