Council voted to adopt Resolution No. 89-13 on Oct. 7 authorizing purchase of NeoGov human-resources software modules for applicant tracking, onboarding and performance management.
Human Resources Specialist Robin McClure told council the system is cloud-based, government-focused and would be implemented in approximately four to six weeks. She said startup costs are $5,000 per module (three modules = $15,000) and annual license fees are $9,000 per module (three modules = $27,000). McClure said an additional $2,000 is an annual JP Morgan processing fee for Police and Fire exam payments, bringing first-year costs to about $44,000; subsequent annual costs are roughly $29,000.
Council asked whether the cloud product meets city retention and security needs; McClure said NeoGov understands government records policies and the city will use a link from its website to the vendor portal. Members emphasized that online tools would not replace in-person supervisor–employee performance discussions. Councilwoman Marilyn McCauley praised the efficiency gains; Council approved the resolution unanimously.
