District staff presented the board with recommended goals aligned to House Bill 3 and the state's "60 by 30" objective, explaining how district targets map to TEA domain 3 subgroup expectations. For 3rd-grade reading, staff recommended increasing the percent of students scoring "meets grade level" on STAR reading from 67% to 73% by 2031, and they described subgroup targets that incrementally rise to meet the state's domain three expectations.
"So our goal recommendation for 3rd grade reading is the percent of 3rd grade students that score meets grade level or above on STAR reading," a district presenter said while outlining the charted targets. Trustees discussed how subgroup starting points influence target levels and asked staff to add annual progress monitoring so the board can track incremental growth. Staff agreed to set subgroup goals for Hispanic and economically disadvantaged students to reach 60% by 2027 and to return with benchmarks and progress-monitoring reports.
Trustees asked for clarity on campus-level accountability and how teacher planning and progress monitoring will translate into the district goals presented to the board.
