Staff presented an addendum outlining an option to change the council from nine to seven members: the mayor and two at-large councilors would be elected at-large in November 2028 and seated in January 2029, with the remaining four councilors elected by ward and with staggered cycles to avoid full turnover. "In this option, the mayor and two councilors would be elected at large in a November 2028 election and seated in January 2029, giving us a total of seven councilors at that point," the staff presenter said.
Councilors debated the merits of a committee structure versus doing more work in full-body work sessions. Proponents said committees can keep meetings shorter and provide focused subject-area consideration; opponents said committees can mean fewer members are present for detailed conversations and that full-body work sessions better allow the public and all councilors to participate. One councilor emphasized that some committees such as planning and economic development have work that often requires multiple hearings and may still need a committee setting.
The staff presenter asked whether council wanted an ordinance to change the charter or simply a discussion; several councilors supported bringing forward a proposed ordinance and also suggested some committees (finance, public health and safety, strategic planning) be moved to the full body while retaining planning and economic-development committees. No ordinance was adopted; staff said they would draft options and return with more detail for council consideration.
