The Planning and Zoning Commission voted unanimously to recommend approval of a specific-use permit for Locos Auto, a proposed minor vehicle repair facility within the Painted Tree development, and forwarded the case to City Council on Oct. 20, 2026. Development review planner Destiny Reynolds told commissioners the project exceeds required residential adjacency setbacks, providing an 84-foot building setback and additional canopy and street-buffer trees. "Given the site\'s location ... staff finds the SUP request appropriate for this location and should not adversely impact any adjacent properties," Reynolds said.
Applicant representative Kyu Kim described the use as minor auto repair with no body work or painting and said vehicles would be stored inside with "no overnight parking." Neighbors who spoke at the public hearing pressed the applicant and staff for protections: "What measures will be required to prevent or minimize noise from vehicle repairs, compressors, equipment, and vehicles...and what measures will be in place to prevent pollution, spills, or improper disposal of automotive fluids?" asked Prashant, who said his backyard directly faces the proposed shop. Another resident, Somia, repeated concerns about sound, air pollution and hours of operation for small children playing in nearby yards.
Staff responded that the operation must comply with the city\'s noise ordinance and lighting standards, and that building inspections will enforce code compliance during permitting. Commissioner Craig moved to approve the item; Commissioner Lebo seconded and the motion carried 7–0. The recommendation will go to City Council for final action on Oct. 20, 2026.
