Commissioner Nolan Skipper presented a federal-aid Transportation Improvement Program planning and design item for which the city would hire CPL (item 8). The project funding includes a public-outreach component; DPW said it would attend district breakfasts, block-club meetings and return with the consultant to walk through design proposals.
Council members raised a long list of concerns about the quality and representativeness of outreach on previous projects. Several members said meetings had low participation from directly impacted neighborhoods and that advocacy groups from other areas sometimes dominated attendance. One member cited the Delaware Avenue lane-change process as an example where residents reported not being properly informed; another asked whether Main Street—a state route maintained by the city—was proposed to be reduced to one lane and requested maps showing proposed lane changes.
DPW committed to follow up with maps and to return to district groups and block clubs with consultants, but committee members insisted on more meaningful, well-documented engagement with directly affected residents before moving design forward. The committee sent the item to the full council without recommendation so members could review outreach plans and maps.
