Pasco County adopts $2.39 billion FY2027 budget, sets aggregate millage at 9.8298 mills

The Pasco County Board of County Commissioners on Sept. 20 unanimously adopted the county's final budget for fiscal year 2027, setting an aggregate millage rate of 9.8298 mills and approving a budget totaling $2,390,248,515 net of interfund transfers.

Amy Farrell, budget director with Pasco County's Office of Management and Budget, outlined the plan and fiscal projections before the vote: "The budget totals $2,390,248,515 net of interfund transfers," and she told commissioners the county realized a 6.8% increase in taxable assessed value that produced about $20.4 million in additional revenue. Farrell also presented projected general fund figures — a starting balance just over $86,000,000, revenue a little over $569,000,000 and expenses near $556,000,000.

No members of the public addressed the board during the hearing. Commissioners moved and seconded the measures for adoption; each required vote was approved 5–0. The board also adopted by resolution the millage levies and the FY2027 budget by title.

The adopted budget incorporates board direction given earlier in the day, including a general fund millage of 7.2488 mills (equal to the rollback rate) and reserves set aside under the county's "footlocker" recommendation for growth‑related investments. Commissioners and staff emphasized that certain items were held in reserve pending the outcome of Amendment 3 on the November ballot and that staff will return with amendments or prioritization items if circumstances change.
