Commissioner Pollard’s motion to rezone 8602 Schrade Road (the parcel developed with Fire Station 2) to C‑1 passed 5–2. The commission then voted on the undeveloped parcel, 8502 Schrade Road, and that rezoning motion failed by the vote reported during the meeting. Commissioners then voted unanimously to table the special‑use permit (SUP) decision for the animal shelter to a date certain — Nov. 10 — to allow staff to provide the consultant noise study and further analysis.
In presenting item 4B, planning staff said the properties total about 8.43 acres (approximately 4.21 acres and 4.22 acres), described neighborhood protection standards that would apply because the site lies within 300 feet of residential zoning, and noted the city had authorized an $8.4 million bond in May 2023 for an animal shelter project. Staff also disclosed they had sent notice to nearby addresses and received a small number of written responses: among 29 letters mailed within 200 feet there was one opposition recorded; among 82 courtesy notices mailed within 500 feet staff received four opposition letters and one in favor; staff also had 10 citizen input forms submitted online.
The split votes leave the fire‑station parcel rezoned so its zoning matches the station's existing municipal use, while the undeveloped 8502 parcel remains in SF‑10 for now. The Nov. 10 date will allow the commission, and ultimately City Council, to consider the noise study and any site‑specific conditions before taking action on the SUP.
