At the public hearing for item 4B, residents from Lakeshore Village and adjacent neighborhoods urged the Planning & Zoning Commission to postpone rezoning and any permit decisions for the proposed animal shelter at 8502 Schrade Road until the city completes a consultant noise study and publishes full site comparisons.
James Daiklin (who opened public comment) asked rhetorically how the commission could make an informed compatibility finding before the noise study and final site layout were available. Rex Simmons, Tamara Abernathy and other neighbors said they worried about barking tied to siren activity at nearby Fire Station 2, smell, increased traffic, and potential declines in property values. Michael Unruh, the Lakeshore Village HOA president, cited staff measurements of 114 and 123 decibels at the property on Sept. 15 and asked the commission not to recommend approval while the consultant study remains pending.
Several speakers noted volunteer involvement and adoption rates could decline if the shelter is sited far from downtown; advisory‑board members told the commission they requested continued site selection work. Staff replied that a consultant noise study has been commissioned and that neighborhood protection standards (noise, screening, hours, lighting) would apply if the SUP proceeds. Commissioners ultimately voted to table the SUP to Nov. 10 to allow the study and additional analyses to be provided.
