The Board approved a collaborative governance agreement worksheet for a proposed Community Resilience Center (CRC) led by the Habematole Pomo of Upper Lake with the County of Lake and the American Red Cross named as partners.
Terry Logsdon, the County’s chief climate resiliency officer and tribal liaison, described the proposed facility as a new multipurpose CRC that would include solar panels, battery backup, water storage for fire suppression and a commercial kitchen. The CRC would serve as a cooling and warming center and an evacuation shelter when activated by the county’s Office of Emergency Services and the sheriff’s office.
Logsdon said the worksheet is nonbinding but important for the grant application process and public transparency. Supervisors asked for clarity on community advisory‑board recruitment and the storage and provision of emergency supplies; Logsdon said those details would be part of the funded governance work and noted the grant deadline required a signed worksheet ahead of grant execution.
The Board voted to approve the revised worksheet and authorized the chair to sign the document as amended (motion carried 4–0).
