Andy Friend, representing landowner Bill Haye, presented plans to subdivide roughly 120 acres of the Kilauea Plateau into eight parcels, including a half‑acre site proposed for a Kauai Community Federal Credit Union branch, a possible bypass feeder road and parcels intended for farming. The plan also earmarks an 11–13 acre parcel that some directors said could be suitable for housing.
Board members pressed for more detail on potential density, zoning and the developer’s intentions. Director Beryl Blaich said she needed time to study the proposal and understand motives before supporting subdivision. Director Ben Wellborn suggested the project could be approached as a public‑private partnership; Nadine Nakamura, a state representative candidate, urged factoring the lots into the county general plan now to preserve future options. The board passed a motion to hold a special KNA meeting on July 19 to gather information and resolve opinions on the request: "Upon motion duly made by Beryl Blaich seconded byTom Pickett and carried unanimously, it was resolved to hold a special KNA meeting on the 19th of July at 7 pm to gather information, discuss and resolve opinion regarding the Bill Haye sub-division request for the Kilauea plateau."
