Without an assignable roof warranty the county cannot easily convey the building to a developer, which reduces the project’s attractiveness and complicated staff thinking about whether to extend the RFQ deadline.
The staff member reported repeated outreach to Empire Roofing and said the contractor’s project manager had left to form a new company, reducing capacity. “We can't technically pass that to a developer,” the staff member said when describing the current constraint. That scheduling reality, staff added, was a material factor in deciding whether to give more time to the incumbent proposer or re-run the RFQ.
