Commissioner item Joe Becka presented a policy-level request for the board: a proposed eight-unit, fee-simple townhouse project ("Townhouse on 2nd") on three adjoining parcels near downtown that he said would create homeownership opportunities in the city's 'missing middle.'
Becka argued the project advances the CRA redevelopment plan and creates a public redevelopment benefit by converting underutilized parcels into eight taxable residences within a 5–10 minute walk of downtown. "This project is different different from the apartments and condo projects that traditionally receive TIF assistance," Becka said, describing the scheme as fee-simple homes intended for long-term ownership rather than rental occupancy. He said the site has completed staff review, secured a planning board recommendation and received unanimous city council approval on Aug. 17, and asked whether the board would support him moving forward with a formal TIF application and financial package.
Commissioners generally supported the concept but instructed the developer to complete the formal application and documentation required by CRA policy. Staff reiterated the standard application process, and the director offered to work with the proponent on next steps. No formal action was taken; Becka said he would submit a full application with required financials if the board consents to the approach.
