Staff argued paid parking at select lots could generate revenue to offset security costs and reduce lot-tailgating and unmanaged drinking. Erin said paid parking could ‘‘push people out to park and ride’’ and help preserve downtown access and business activity by encouraging shuttles, biking and walking. Council members wanted more detail on how paid parking would be enforced, how it might shift parking into residential areas, and whether revenue projections would cover the added security costs.
