Multiple neighbors testified the existing sewer and drainage near Millbrook/Sand‑Hill/East Main struggle during heavy rain and cited prior basement flooding. Staff and the Water & Sewer Department noted revised plans were submitted on 09/21/2026 but that Water & Sewer’s revised comments (09/22/2026) still did not recommend approval as submitted and reiterated four items: separate service laterals for each unit, no private manholes or combined laterals, installations meeting departmental requirements, and payment of connection fees/permits before construction. Commissioners directed staff to allow town departments time to review the newest revisions and voted to keep the public hearing open and continue deliberation to the next scheduled meeting on Oct. 14.
