Nicole Stickney, a consultant with AHBL, presented the draft economic development element and the accompanying technical analysis, stressing the element's role in a 20‑year comprehensive plan and local investment decisions. "This is the economic development element. It is the last element that we'll be reviewing as part of this process," Stickney said as she opened the presentation and emphasized the work of Echo Northwest as a subconsultant.
Stickney told commissioners the element aims to align public investment with sector opportunities and to be ‘‘more specific about purposeful actions’’ compared with the 2017 plan. She summarized proposed goals including ED‑1 (diversification and investment readiness), ED‑2 (innovation and commercialization), ED‑3 (small business resilience), ED‑6 (mixed‑use areas and downtown vitality) and ED‑8 (a tracked economic development strategy). Commissioners asked for place‑specific edits, clearer language on small business assistance and consistency in how local events and districts are named.
