Andrew Rector, the EV Council manager, described a near‑final memo that will summarize where agencies see progress gaps and what resources are needed ahead of the next budget cycle. He said the memo is intended for the governor's office and the Office of Financial Management and that the council will circulate a draft for review before sending the final version in early October.
Rector listed the funding requests described in the draft memo: he said reappropriations include almost $74,000,000 for the Wave CP charging program and an aggregated nearly $160,000,000 of reappropriations for several WSDOT charging programs. Separately, he said the council is also proposing new funding requests, including about $45,000,000 from Commerce for Wave CP, roughly $15,000,000 toward an instant‑rebate program and tribal electric boat work, and about $2,900,000 for council staffing and mapping tools.
Josh Grama (Ecology) added an item that he said had been confirmed earlier that day: a proposed new $20,000,000 for diesel‑reduction and zero‑emission school bus grants ($15,000,000 targeted to school buses, $5,000,000 to other diesel‑reduction grants). Rector cautioned that reappropriation totals change as agency spending and project schedules evolve and that the listed amounts will be updated during the budget cycle.
Rector asked council representatives to review the near‑final memo and return comments by the stated deadline so staff can finalize and submit the memo to OFM on the intended schedule.
