Jen Scott (staff lead) outlined the draft legislative report contents and schedule. The report will include an executive summary, the 2024 health-care spending results against the cost-growth benchmark, and recommendations in market oversight, primary care, and pharmacy spending. Scott said staff hope to post the draft on the HCA website next week and accept public and board comments for 14 calendar days, with a mid-October return for staff review and a final submission timeline to legislative affairs in late November.
Director Ryan Moran and staff asked board members to review the posted draft and provide written comments within the 14-day window. Staff said they will circulate a direct link to board members and ask the public to subscribe to HCA notifications for the posting. The board will revisit the draft at its Oct. 28 meeting and the data issues advisory committee will review the updated cost-growth benchmark on Oct. 8.
