Owners described longtime ties to Franklin and local philanthropy (Tin Roof 2 said it had raised $220,000 recently for a local foundation), and multiple speakers told the board they feared punitive municipal action would damage local businesses and staff livelihoods. Alderman Caesar urged city staff to avoid pre-hearing public statements that could give the appearance of a predetermined outcome.
Board members balanced community testimony with police and public-safety evidence in their deliberations: the board voted to sanction Tin Roof 2 but opted for a collaborative remediation requirement in the Kimbrough's matter, directing both parties to meet and return with a joint proposal by Nov. 10, 2026.
