During the hearing, staff summarized the environmental review and the measures intended to reduce the project's impacts. The staff presentation said the MND identifies mitigation measures for biological resources, cultural resources, geotechnical design, hazardous materials and noise, and that those measures are listed in a mitigation table and in the mitigation monitoring and reporting program (MMRP).
Staff told commissioners the construction management plan — required as a condition of approval — will address site security, equipment, noise, vibration, traffic control, parking, debris removal, staging, dust control and sanitary facilities. Staff also said Condition of Approval No. 26 requires a construction notice mailed to residents within a 300-foot radius 10 days before commencement of construction, and that Condition No. 13 limits construction hours to "7 a.m. to 8 p.m., Monday through Saturday; no construction shall take place on Sunday or any federal holidays." Staff identified code enforcement and the project planner as primary points of contact for residents concerned about deviations from approved plans.
