"So senate bill 4 0 2 at the top," Callender said as he walked members through the slides listing bills and their key provisions. Members asked how these state-level changes interact with county policy and whether the navigator should be positioned to coordinate referrals and policy alignment. The presenter noted several bills also mandate governor appropriations to statewide programs, which could affect county planning and budgeting.
The work group discussed the scholarship program's enrollment freezes and the need for clearer wait-list transparency, raised by HB 849. Members asked that the group's December recommendations explicitly consider state funding predictability and mechanisms (such as wait lists and sliding fee tools) so county advocacy can align with MSDE rules and emerging state pathways.
