Staff reported the mayor recommended moving the Main Street/West Lebanon redevelopment conversation down from the council level to the Economic Development Commission and the West Lebanon Revitalization Advisory Committee for joint meetings. "...pull this back from the council level and move it to ideally the economic development commission working jointly with the West Lebanon revitalization advisory committee to have some joint meetings," David said.
David said he would contact the West Lebanon chair and staffers at DEW and Twin Pines to secure dates in October and to bring the materials that were in the council packet so both committees can learn the details and, if possible, arrive at a supportable project to advocate to the council. Commissioners discussed whether to present a 'greenfield' option or the existing three-building footprint and noted the council already has an appropriation to take down buildings if needed and that demolition cost estimates may need updating.
Members emphasized including DEW, Twin Pines, Lebanon Housing, and Human Services in the joint meetings and acknowledged that the process could require more than one session to address market, fiscal and physical feasibility. The commission agreed the joint meetings would be the next step before bringing any new proposal back to the council.
