Consultant Andy Hill said staff removed earlier parking proposals after agency review and will prepare an engineering-quality layout showing fire hydrants, setbacks, turning radii and no-parking zones. He said the plan must also incorporate operational terms for trash pickup, street sweeping and snow clearing so essential municipal services and emergency response are not impeded. Lieutenant (MPD), the evening shift commander, noted informal parking patterns and raised concerns for residents with mobility limitations; staff pointed to existing handicap-placard procedures and said balanced permit counts reduce pressure on the closest curbside spaces. The MPD lieutenant summarized agency stance as supportive of testing the pilot so long as DPW and fire department engineering reviews are satisfied.
