She said wetland lines were previously delineated on the lot and that a bordering vegetated wetland (BVW) and the town's 100‑foot buffer affect the eastern portion of the parcel. The design keeps the house and basement slab horizontally and vertically outside the flood elevation and the town's 100‑ft buffer, uses an Advantex alternative septic, routes roof runoff to dry wells, and calls for erosion controls and mitigation plantings.
Commissioner Mike Rivers, who joined a site walk, said stakes and the proposed septic/house locations matched the plans and praised the design as well‑done. Commissioners asked for tree marking and field verification during construction; the applicant's plan proposes nine replacement trees (holly, red maple, shadbush) and shrubs (viburnum) at a 1:1 mitigation ratio. With those measures and special conditions for single‑family dwelling landscaping and construction protocol, the commission moved to approve the NOI and voted unanimously.
The approval is conditioned on the special conditions discussed (upland cutting where possible, erosion control, verification of marked trees and mitigation plantings).
