The developer said the off‑site units must be built before certain on‑site permits are released, and staff and the Board added wording to prevent later conversion of those off‑site workforce units into rental units without Board review.
Victoria Village applicant Josh Nichols described the workforce pricing proposed for the off‑site units: “Two of the units will be at moderate which is $355,000 sale price. Two of them will be at moderate number one at $290,000. One unit will be at the low of $225,000,” and said the off‑site units will be of like quality and maintained by the same developer. Commissioners asked for written conditions that the off‑site workforce units be of “like for like” quality and that they be delivered on a timeline tied to initial on‑site permit issuance.
Commissioner Joel G. Flores and others sought guarantees that the off‑site units would not become rental properties in future; staff agreed to strike the condition that allowed an exchange to rentals and to add explicit language to require sale units of equivalent standard. The Board approved the amended motion with those conditions (vote recorded 6–0).
