Board OKs two-year title-search contract with 5 Star Abstract & Title

The Board of Business and Neighborhood Services on Sept. 24 approved a two-year professional services agreement with Edward T. Frederick, doing business as 5 Star Abstract & Title, to provide title search and title-exam services.

Vanessa Canning, who introduced the item as manager for the Lisonbee agreement in Business and Neighborhood Services, told the board the vendor’s bid was $45 per parcel and said, “We are recommending that the board approve and authorize the director to enter in a new 2 year professional service agreement with Edward t Frederick, 5 star abstract and title for title service, title search, and exam services.” Canning said the contract term will run from 10/01/2026 through 09/30/2028 and that the department will set a contract compensation cap at $40,000. The services will be used by the nuisance/unsafe-building program to notify property owners and parties with reported interest.

The chair called for a motion; the board made and seconded the motion and approved it by voice vote. The transcript records a voice approval but does not list individual vote tallies.
